Sen. Lieberman's "Present Value" Budgeting Proposal (S. 1915)

In the hopes of providing some shock therapy to complacent and moribund legislators, Sen. Joe Lieberman is pushing a bill that would require Congress and the President to address the long-term budgetary implications of entitlement programs and tax changes.
